International Open Access Week (October 19-23, 2009) is almost upon us -- here's a sampling of some activities worldwide: JISC and SURF have joined Open Access Week 2009 as Organizers. SPARC released Open Access 101, a 3-minute video for students on OA. DuraSpace released a package of tools and resources about its repository software.

The US National Center for Atmospheric Research (NCAR) has adopted an OA mandate.  From today's announcement: Comments This policy is important because NCAR research is important.  More than 30 NCAR researchers participated in the UN Intergovernmental Panel on Climate Change (IPPC), which won the 2007 Nobel Peace Prize with Al Gore.

Barbara Fister, writing in Library Journal, says the Federal Research Public Access Act (FRPAA) "makes so much sense it's hard to understand why it hasn't already been implemented". Responding to the recent STM report on the publishing market, John Houghton says the report repeats a "number of mistakes" in discussing his work on the economic implications of OA. Three more BioMed Central journals have been accepted for indexing by Thomson Reuters
