UNESCO released a template to guide national policymaking under its Information for All Programme. The Association of Research Libraries released its latest statistics on ARL libraries, academic health science libraries, and academic law libraries, including information on serials and monograph expenditures.

Although Michael Geist describes the strategy as including a mandate, it doesn't appear to. The plan doesn't seem to mention either a commitment/obligation to self-archive or a university-wide license.

JISC's strategy for 2010-2012 features openness as a theme. ISI Web of Science now includes almost 500 OA journals, or about 5% of its indexed journals. James Love presented his proposal on the global supply of public goods, including knowledge goods such as research, at a side-event to a recent World Trade Organization meeting. A forthcoming article examines licenses and access controls for digital resources.
