The 1951 Refugee Convention and the UNHCR had a longer pre-history drawing on experiences influencing its further developments. A critical predecessor in this regard was the UN’s International Refugee Organization (IRO), established in 1946 to deal with Europe’s displaced.

Anders als die GFK wurde es aber mit dem Ende des Kalten Krieges weitgehend abgewickelt.
