Living Reviews in Democracy is a new peer-reviewed OA journal published by the Center for Comparative and International Studies at ETH Zurich and the National Center of Competence in Research Democracy at the University of Zurich. See also this announcement.

Iryna Kuchma reports that there are three institutional OA mandates in Russia: (1) The first, at the Central Economics and Mathematics Institute of the Russian Academy of Sciences, is not new. Its mandate was adopted in 2007. But the other two are new, at least for OAN: (2) Vologda scientific-coordination center of the Central Economics and Mathematics Institute of Russian Academy of Sciences.
Four important research institutions have signed the Berlin Declaration on Open Access to Knowledge. (Thanks to Anja Lengenfelder.)
