UK PubMed Central launched a blog on March 2.  Already it's posted several developments which I haven't seen elsewhere: March 2:  The Company of Biologists (COB) has adopted a hybrid OA option.  More, when COB publishes articles subject to funder policies requiring deposit in PMC or UKPMC, COB will make the deposits itself. Vivek Kundra has been named the new Federal Chief Information Officer . We had previously reported on rumors that Kundra would be the new e-government administrator at the Office of Management and Budget; the CIO position appears to be new. Kundra is a noted advocate of opening government data. Thomas Kalil has been appointed the new associate director for policy for the Office of Science and Technology Policy, The Wonk Room reports.

Acting quickly, Germany's Prometheus image archive launched a special OA collection, Das digitale Historische Archiv Köln, to host and protect digital copies of documents from the Köln (Cologne) city archives, which collapsed on March 3.  The new archive is calling for help in collecting documents on the history of Cologne.
