Back in June 2008 we learned that Computational Linguistics would convert to OA with the first issue in 2009.  Here are the editor's reflections on the conversion, in the last issue of 2008: Robert Dale, What’s the Future for Computational Linguistics ? If you recall (1, 2), the Engineering & Physical Sciences Research Council (ESPRC) is the only one of the seven Research Councils UK which hasn't already adopted an OA mandate.  Back in 2006, when the other councils were adopting or announcing theirs, the ESPRC said it would wait until 2008.  The new policy isn't public yet but over the weekend we got the first public clue.

Dulcinea is a recently-launched database of the self-archiving and copyright policies of Spanish journals. Named for the Quixote character (by comparison to SHERPA's RoMEO), the beta service currently lists 249 journals.
